But he wants another centre-half because of doubts surrounding the fitness of skipper Ledley King, and the inconsistent form of both Younes Kaboul and Michael Dawson.
And Torrejon, 22, and Jarque, 23, fit the bill. But hopes of prising right-sided utility player Daniel Alves from Seville appear to be fading with Barcelona emerging as the favourites to sign the Brazilian.
Spurs are also keen on Manchester City goalkeeper Joe Hart.
The highly-rated stopper, 21, is ready to quit City over a pay row.
And Spurs, who are looking to ship out Paul Robinson this summer, may try to do a swap deal.
